Baltimore Travel Lines / School Bus Rules

(a) Any person who shall unlawfully and willfully demolish, destroy, deface, injure, burn, or damage any public school bus or public school activity bus shall be guilty of a crime..

(b) Any person who shall enter a public school bus or public school activity bus after being forbidden to do so by the authorized school bus driver in charge thereof, or the school principal to whom the public school bus or public school activity bus is assigned, shall be guilty of a crime.

(c) Any occupant of a public school bus or public school activity bus who shall refuse to leave said bus upon demand of the authorized driver in charge thereof, or upon demand of the principal of the school to which said bus is assigned, shall be guilty of breaking school policy.

(d) Any person who shall unlawfully and willfully stop, impede, delay, or detain any public school bus or public school activity bus being operated for public school purposes shall be guilty of breaking school policies and is gulty of a crime..

BTL School Bus Transportation - Driver Qualifications

Must possess a valid MD driver’s license.
Must be 18 year of age or older
Must have had a valid driver’s license for a minimum of two years.
With 2-4 years total driving experience: no more than one ticket or at-fault accident during that period.
With 5-9 years driving experience: no more that two tickets or two at-fault accident during that period.
With 10 or more years experience: no more that two tickets and one at-fault accident or two at-fault accidents and one ticket during that time period.
No convictions of DWI in the last 10 years.
No convictions of reckless driving in the last 10 years.
No conviction for passing a school bus in the process of making a passenger stop.
No suspension of driving privileges in the last 10 years due to a moving violation (a suspension for failure to appear does not count).
Any prospective driver who has had a license in another state within the last five years must provide a driving record from that state as well as possess a valid MD driver’s license.
Take class and pass examinations administered by DMV and receive CDL with "S" and "P" endorsements.

School Bus Safety - Driver Training and Safety Precautions

Defensive Driving

All Baltimore Travel Lines school bus drivers are required to attend a defensive driving workshop every other year, or as part of our post-certification training following an at fault accident.

Drug & Alcohol Testing

All bus drivers are drug tested prior to employment and are subject to random drug and alcohol testing. They may be subject to post-accident testing or upon reasonable suspicion.

Post Certification Training

School bus drivers may be required to have post certification road training following an at fault accident.

The Transportation Service Request Form is used to appeal a bus stop location or route. All route and stop appeals from parents should be submitted in writing to the transportation manager. The appeal should state clearly the action which is desired and justification for the requests. The response to any appeal shall also be in writing with answers clearly stated and fully explained.

Drivers' Awareness Record (Medical/Physical)

The Drivers' Awareness Record is available to be used to complete pertinent medical and/or physical information helpful to the driver. The information required can be completed by a classroom teacher or a parent and should be done only for those students with special medical or physical needs. The form will be readily accessible in the bus or contract vehicle should there be an emergency and will not be removed from the vehicle. Identified students who transfer to another bus or school should have their form sent to the receiving driver or school.

School Bus Transportation - Students with Special Needs

Special Transportation is a related service that can be part of a student’s Individualized Education Program (IEP). Transportation can only be added to a student’s IEP through the IEP committee. The IEP committee must include representatives from both the transportation and special education services departments.

As a basic guideline, transportation services tries to place an exceptional child on a regular bus route. If a regular route is not feasible, then a yellow exceptional needs bus is the next option. If no yellow school buses are available, contract transportation is then pursued. This is generally the most cost effective chain to follow, however, each individual student’s situation must be considered and, therefore, an exception to the chain is possible when it would be in the best interest of the student.

Once transportation has been awarded, the following guidelines should be followed:

In the mornings, student should be ready to walk out the door at least 10 minutes before scheduled pick-up time. Drivers are instructed to wait no longer than three minutes before proceeding to the next stop.
For students needing assistance, it is the parent’s responsibility to provide the assistance from the residence to the vehicle, or from the vehicle to the residence.
For students needing supervision, please arrange to have someone at the residence in the afternoon to receive the student. Drop-off times in the afternoon could vary depending on whether or not other students assigned to ride that vehicle may be absent that day. If no one is at the residence to receive the student, the student will be returned to school.
If there is a need to change the student’s pick up or drop off location, please notify the school, and they will, in turn, notify the transportation department. The transportation department can only honor changes in addresses from the student’s school or from the special education services department.
As a general rule, special needs students will not be dropped off at home unattended unless the school dispatcher dictates otherwise.
